We've probably all put the gris gris on our dry snorkels for saying we have never had a problem, but I haven't had a problem either. We have stayed at Emerald Beach several times and love it, but I think it is over your price range. Our favorite villa in Cruz Bay is Argonauta. It is full a/c and the views are amazing! It's also just a quick drive from town; I wouldn't walk it though.
