If you're planning on trying the bus, I wouldn't do it late in the afternoon, because the bus breaks down frequently. You Can Still See Magens Through the Rubble!

Here's another idea. Coral World (on STT! Horrors!) has a shark encounter every day where they give you a lecture about the sharks in the shark pool, and you get a chance to touch them. Maybe if she does that, she'll feel more comfortable should she encounter a shark while snorkeling.
