Since a whole lot of Tortola shuts down in Sept-Oct, you may want to soften your expectations. Lots of restaurants will be closed BUT the beaches are open so if you focus on limin, you'll be fine.

You're in luck with outstanding snorkeling right there at Spring & Trunk Bays. In fact, you'll have to resist Spring Bay Gravity and be sure to hit Savannah and Mahoe.
