I don't believe it is a stingray-like tail at all, I think it is a normal fish tail but the view is looking directly down on the top edge of it. The tail is curved towards the fan coral. Weather during our October trip (first - second week) was ideal. HIghs in the mid 80's, warm, calm water fofr snorkling. We had one of the best snorkels of our trip last Agust at Hansen Bay. We parked off the side of the road where it runs right next to the shoreline. We snorkeled to the left out to and around pelican rock and back.
