Changes in store for Coral Harbor

Not the wacky Summer's End project, but significant change nonetheless. The Moravian Church has mixed-use development plans that include relocating the current ball field, and building an 89 unit hotel/condo resort with a marina, including 80 wet slips, a boat ramp, and a dry dock storage facility. The marina proposal is a lot more reasonable than that of the Summer's End project, but would still be a significant change for the Harbor. DPNR ruled in favor of the Moravian Church's rezoning request in January, but there are other permitting hurdles in store (Coastal Zone Management approval, and additional DPNR reviews) before the development could move forward. Details of their marina plans are not yet available, as marine studies are still being performed.

Just last week, in what could be the first step in moving forward with the development, DPNR ruled that the floating docks that boat owners in Coral Harbor use to tie up their dinghies will have to go, and soon. This will be a real problem for access to many of the boats moored in Coral Harbor, including a significant population of folks who live aboard their boats.

It will be interesting to see if the public's (both local and tourist) reaction to this proposal is different since it is a local church developing the project.

Anyone know the identity of the other development partner?

Here is info about the development. Sirius will be leasing the property. I don't know if the Moravian Conference is actually a partner in the development.

She is correct that the Moravian Church has simply leased the land to Sirius (formerly TREX), and they are the actual developers. Here is another link from St. John Source on the marina plans:

Now, pay attention to a fellow by the name of John Woods. He is the co-principal architect for the Jaredian Design Group on St. Thomas, and a cousin of former Gov. John deJongh Jr. Mr. Woods and his company would be the architect for this large Coral Bay shoreline and marina project. He is clearly a principal of Sirius, and serves as their spokesman in several of these public meetings. He also happens to be the chair of the Board of Land Use Appeals. He plans to recuse himself from that position, however, to avoid a conflict of interest.

Well, he has a few bigger problems than conflict of interest. On Thursday morning, John Woods and two others were arrested by FBI agents and charged with conspiracy, bribery, and wire fraud. He appeared in court Thursday with the two other defendants, handcuffed and in ankle chains. The Justice Department issued a press release about the case from Washington, DC, underscoring the significance of the arrests. The bribery charges involve steering $17 million dollars in Public Finance Authority contracts to a contractor, the third defendant, for the construction of the Charles W. Turnbull Regional Library on St. Thomas, whose cost ballooned from the original $13 million dollars to as high as $30 million, before ending up at $20 million.

An indictment is not a conviction, and the three defendants are innocent until proven guilty, but perhaps changes will not be in store for Coral Harbor, and the Coral Bay shoreline, at least not anytime soon...
