Rental cars to St.John ??

Why won't Thrifty or Dollar allow their vehicles to St. John ?
Because of the new law (that was recinded by governor) ?
We have always used Budget,but prices are a little higher and they don't have larger jeep for my entourage.
Have a reservation for a Nissan Pathfinder from Discount.
We like to day the day trip to St. John to beach hop...Uncle Joe's,Woody's,Beach bar and of course St.John Spice.
