Car rental question, under age 25

I'm so sorry to bring this up again, I promise I searched and tried to find previous threads, but wasn't successful. I'm planning my stepdaughter's honeymoon for next October, and she and her new husband will be 24. Looks like the rental agencies want them to be 25, but I don't think they'll agree to put off their wedding another year just to get a jeep rental. So, is there any agency that will rent to 24 year olds? Thanks for your help...
